The Role:

The Construction Health and Safety Representative is a key on-site leadership role dedicated to promoting and ensuring a safe work environment on a dynamic and federally funded construction project. This full-time position serves as the primary safety authority for all site activities, overseeing compliance with rigorous health, safety, and environmental standards, while fostering a proactive safety culture among all workers and subcontractors.

In this role, you will be responsible for implementing and managing site-specific safety measures related to this specific project, conducting hazard assessments, delivering training, and ensuring alignment with applicable regulations including OSHA, Cal/OSHA, and DOE safety protocols. Your certification as a Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH), along with your extensive experience in construction safety, will be critical in driving safety performance, reducing risk, and maintaining operational excellence on site.

This is a unique opportunity to make a meaningful impact on a high-profile construction effort, working in close collaboration with project teams, contractors, and regulatory stakeholders. The position is onsite and full-time for a six-month duration, with strong potential for future project assignments based on performance and business needs.

Key Responsibilities:

  • Serve as the full-time onsite safety representative for all phases of construction.
  • Oversee and enforce Cal-OSHA, DOE (10 CFR 851), and LBNL Health and Safety Manual regulations.
  • Develop, implement, and maintain site-specific safety programs, including Job Hazard Analyses (SJHA).
  • Conduct daily site inspections and audits to identify potential hazards and ensure compliance.
  • Investigate safety incidents and near-misses, determine root causes, and recommend corrective actions.
  • Provide regular safety briefings, toolbox talks, and training for all site personnel.
  • Ensure all subcontractors comply with site safety protocols, including personal protective equipment (PPE), hazard communication, and equipment safety.
  • Coordinate closely with project managers, site supervisors, and LBNL personnel to maintain safe working conditions throughout the project’s lifecycle.
  • Maintain accurate documentation of safety meetings, incident reports, corrective actions, and regulatory compliance.

Technical Qualifications:

  • Minimum 10 years of experience in construction health and safety on large-scale projects.
  • One of the following current certifications:
  • Certified Safety Professional (CSP) by BCSP or Certified Industrial Hygienist (CIH) by ABIH
  • Demonstrated knowledge of federal and California safety regulations applicable to construction.
  • Proven ability to work effectively with a diverse team of contractors and stakeholders in a fast-paced environment.
  • Strong analytical and communication skills for reporting, training, and incident resolution.

Desired Qualifications:

  • Experience on federally funded construction projects, especially DOE, DOD, or other National Laboratory projects is preferred.
  • Familiarity with sustainable construction practices and safety requirements under the LBNL Sustainability Program is preferred.
  • Proficiency in documenting and communicating safety issues using software tools (e.g., MS Office, reporting tools) is preferred.
