Founded in 2019, JVC is a women-owned, service disabled veteran owned and 8a certified small business which currently supports 6 of DOE’s National Laboratories. With experience in DOE, DoD and NASA Project Management Methodologies, formal industry training, and seasoned Project Management staff, JVC is able to implement Project Management policies and systems in accordance with government agency guidance. Dr. Jennifer Vollbrecht, President/ CEO
Jennifer is a former USMC Helicopter Crew Chief and Door Gunner (CH-46E) who is Owner and Primary Consultant at J Vollbrecht Consulting, Inc. Jennifer has built a network of expert consultants with primary experience working in Department of Energy and Department of Defense Industry.
Jennifer believes that the leadership required to move an organization forward is a position of respect that is always earned and never given.
Jennifer leads teams who execute and deliver projects on time and on budget, with an impressive portfolio of Capital Asset Projects at several premier National Laboratory Facilities. Jennifer continually goes above and beyond the call of duty, working with veterans, participating in communities of practice in the project management field and she holds affiliations several national laboratories to offer continued partnership in the project management field.
Jennifer is a Certified Project Management Professional with over fifteen years’ experience leading multi-disciplinary teams, accomplishing missions and delivering complex products and capabilities in the defense industry.
Jennifer holds a Master’s in Business Administration from Embry Riddle Aeronautical University and she achieved a Doctorate in Business Administration from St. Mary’s College of California in 2022.
When Jennifer isn’t delivering projects, she works with local and national veteran-related charities and organizations. Jennifer serves as Board Member for Women Veteran’s Giving, an organization that provides training, mentorship and grant money to women veteran entrepreneurs to launch and grow their business. Jennifer lives in Northern California with her husband and 2 children. She enjoys her leisure time with outdoor family activities, such as hiking, stand-up paddle boarding and camping.

Bob is an experienced executive who specializes in delivering nuclear and infrastructure licensing, design, construction, commissioning, and decommissioning projects in the public and private sectors. He has held leadership positions from coast-to-coast and led completion of projects valued over $7B billion with staffs ranging up to two thousand people. His experience includes executive positions with the Department of Energy at Headquarters and in the field, as well as corporate and field positions in the public and private sectors. The breadth of Bob’s nuclear projects range from uranium enrichment to disposal of spent nuclear fuel at Yucca Mountain.
He has extensive experience interfacing with Federal, state and local officials, regulators, stakeholders, members of Congress and their staffs.

John R. Longenecker, CEO of Longenecker & Associates, Inc. (L&A)
John boasts over 35 years of diverse expertise in energy and national defense, with a focus on mission assurance, project delivery, and independent assessment. His extensive background encompasses nuclear weapons, non-proliferation, environmental remediation, nuclear reactor development, uranium enrichment, waste management, and advanced technology deployment.
A distinguished leader in the National Security Enterprise, Longenecker serves as the Managing Director of the Energy Facility Contractors Group and holds key positions at Sandia National Laboratories, the Nevada Test Site Historical Foundation, and the National Atomic Testing Museum Board of Trustees. Past appointments include Transition Manager for the United States Enrichment Corporation and Board membership at the Nuclear Energy Institute.
In his earlier career, Longenecker served as Chairman of General Atomics International Services Corporation and played a pivotal role in reshaping the uranium enrichment business during the Reagan Administration. His achievements include enhancing U.S. market share, reducing costs, and transitioning the uranium enrichment function into a government corporation.
Under Longenecker’s leadership, L&A actively contributes to community and educational causes, donating over $1 million in scholarships, STEM programs, and community assistance. Personally holding a Bachelor’s and Master’s degree from Pennsylvania State University, Longenecker remains actively engaged in professional and community organizations.
Dave Jansen, Vice President at L&A
Jansen boasts over 50 years of expertise in project planning, execution, estimating, scheduling, and engineering. With a robust background in baseline development, he has crafted cost and schedule estimates for various DOE projects, such as the Next Generation Nuclear Plant, Long Baseline Neutrino project, Versatile Test Reactor, Interim Storage Facility for spent nuclear fuel, and the XE-100 Small Modular Reactor project.
Dave has designed and implemented baselines and Earned Value Management Systems (EVMS) for commercial nuclear construction teams, contributing to efficient cost estimates and schedule development. Holding certifications as a Certified Cost Professional (AACE-I) and PMP and RMP from PMI, Dave is well-versed in project management.
Additionally, he possesses a general contractor’s license in New Mexico, underscoring his multifaceted skill set in the nuclear and construction industries.
